일각에서는 화력발전 비중이 높은 전원 구조 속에서 전기로 구동되는 히트펌프가 당장 탄소중립 수단으로서 효과를 내기 어렵다는 우려를 제기하기도 합니다. 그러나 히트펌프는 전기로 직접 열을 만드는 방식이 아니라 공기, 물, 땅속의 열을 흡수해 이동시키는 장치로, 적은 전기로도 2.5~4배에 달하는 높은 열효율을 냅니다. 국제에너지기구(IEA)의 분석에 따르면 탄소집약도가 높은 전력으로 운전하더라도 일반 가스보일러보다 온실가스 배출량을 최소 20% 이상 줄일 수 있습니다.

셋째, 에너지 안보와 전력계통 안정화에도 긍정적인 영향을 미칩니다. 에너지 수입 의존도가 높은 우리나라에서 미활용 열과 재생열의 자체 활용 비율을 높이는 것은 에너지 자립도를 높이는 길입니다. 아울러 재생에너지 간헐성에 따른 전력망의 부담을 히트펌프와 축열 설비가 흡수하는 스마트한 수요 관리가 정착된다면, 국가 전력 시스템 전체의 효율성과 안정성이 한 차원 더 도약할 수 있을 것입니다.

In particular, decarbonizing the building sector—which accounts for a significant share of total greenhouse gas emissions—is recognized as the core of energy transition. In a recent interview with Energy Economy News, Professor Lee Myung-joo of Myongji University's Department of Architecture presented realistic and concrete alternatives to achieve the government's ambitious goal of deploying 3.5 million heat pumps by 2035. Her insights shed light on customized dissemination strategies tailored to South Korea's unique residential environment and the necessity of establishing a solid institutional foundation.

Unique Characteristics of South Korea's Residential Environment and Limitations of Heat Pump Deployment

The South Korean government aims to deploy 3.5 million heat pumps by 2035. However, approaching this solely as a 1-to-1 replacement of gas boilers will inevitably face practical hurdles. South Korea has a high proportion of high-rise apartment complexes. In existing high-rise apartments, individual households often lack the space to install outdoor compressor units and storage facilities, and local electrical capacity is frequently insufficient.

Under these conditions, forcefully pushing for individual installations risks driving up initial costs and electricity consumption. Therefore, while new buildings can integrate heat pump placements, piping, and electrical capacities from the design phase, existing high-rise complexes are better suited for "centralized supply systems"—where medium-to-large heat pumps and thermal storage tanks are installed in mechanical rooms to supply heat to multiple households—or connections to urban thermal networks.

Centralized Supply, Thermal Networks, and the Necessity of the Clean Thermal Energy Act

To substantially reduce greenhouse gas emissions in the building sector, the focus should shift away from mere installation counts toward a performance-based management system that measures actual reductions in fossil fuel use and greenhouse gas emissions. This highlights the active utilization of urban waste heat and renewable thermal energy.

Establishing national and regional "heat maps" is a prerequisite for recovering and efficiently supplying waste heat from sewage systems, industrial processes, and data centers. Unlike the electricity sector, the thermal energy sector has historically lacked independent policy frameworks and statistical systems. Even though thermal energy accounts for approximately 48% of South Korea's final energy consumption, adequate legal and institutional backing has been absent.

Consequently, enacting the Clean Thermal Energy Act is essential to treat thermal energy as an independent subject of national energy transition policies, providing a sustainable basis for investigating regional heat sources and demands and offering systematic support. Nevertheless, rather than uniformly enforcing mandatory supply ratios, policies should be flexibly adjusted according to regional conditions and infrastructure while carefully designing economic viability measures to prevent burdening residents with increased heating and cooling costs.

Heat Pump Efficiency and Grid Integration Strategies

Some express concern that given South Korea's high reliance on fossil fuel power generation, heat pumps driven by electricity may struggle to deliver immediate effectiveness as a carbon-neutrality tool. However, heat pumps do not generate heat directly through electrical resistance; instead, they absorb and transfer ambient heat from the air, water, or ground, achieving high thermal efficiencies of 2.5 to 4 times the electrical input. According to International Energy Agency (IEA) analyses, even when operated with carbon-intensive electricity, heat pumps emit at least 20% fewer greenhouse gases than conventional gas boilers in most cases.

Furthermore, to cope with the intermittency of renewable energy generation, intelligent grid-integrated operations—such as organically combining heat pumps with large thermal storage tanks and electrode boilers that absorb surplus electricity—are indispensable. Offering tariff incentives or demand response rewards for flexible operations, such as running heat pumps to store heat when renewable generation is abundant and reducing operations during peak demand hours, can simultaneously secure the stability and economic efficiency of the power grid.
