The Pillar of Korea's Economy, The Turbulent History and Future of the Shipbuilding Industry: HD Korea Shipbuilding & Offshore Engineering vs. Hanwha Ocean

Following World War II, the shipbuilding industry emerged as a strategic core sector nurtured by nations worldwide. This is because it generates massive job creation and triggers a cascading industrial impact across steel, machinery, chemicals, logistics, and social overhead capital (SOC). South Korea was no exception; through the 2nd Economic Development Plan in 1968, the Park Chung-hee government designated steel, machinery, chemicals, and shipbuilding as the four major national key industries, driving their intensive development. Initiated under state leadership, South Korea's shipbuilding industry grew to world-class levels within half a century, dominating the global market and establishing itself as a representative industry leading the nation's economic growth.

However, the growth path was not without hurdles. Following the 2008 global financial crisis, profitability deteriorated sharply, and in 2016, the industry faced a survival crisis marked by massive restructuring and asset sales. Today, HD Korea Shipbuilding & Offshore Engineering and Hanwha Ocean, which represent South Korea's shipbuilding sector, have also navigated a turbulent history involving name changes and ownership transitions. By examining the eventful footsteps of these two companies, we trace the past, present, and future of South Korea's shipbuilding industry as it opens new horizons in the era of AI and eco-friendly vessels.

1. Hyundai Shipbuilding & Heavy Industries: Honorary Chairman Chung Ju-young's First Step into Shipbuilding

Chung Ju-young, honorary chairman of the Hyundai Group, is a figure who cannot be omitted when discussing the history of South Korea's shipbuilding industry. He took the first step into the domestic shipbuilding industry by establishing the shipbuilding division within Hyundai Construction in 1970. Although financial institutions in the U.S. and Japan repeatedly turned down his requests for shipyard construction funds, he successfully secured cooperation from European financial institutions and the shipbuilding industry, laying the groundwork for today's world-class South Korean shipbuilding sector.

Having adopted technologies from British (Appledore) and Scottish (Lithgows) shipyards, Hyundai Construction's shipbuilding division signed a contract in 1972 with Greece's Livanos to build a 260,000-ton Very Large Crude Carrier (VLCC). The shipyard built in Mipo Bay, Ulsan, was later spun off into Hyundai Shipbuilding & Heavy Industries. In 1974, Ulsan Shipyard Docks 1 and 2 were completed, successfully building and delivering the first VLCC to Livanos, marking South Korea's full-scale entry into the global market. Subsequently, Hyundai established Hyundai Mipo Dockyard for ship repairs and expanded into locomotives, engines, and heavy electrical equipment, growing into a comprehensive heavy industries enterprise.

Amid the long-term shipbuilding slump following the global financial crisis, Hyundai Heavy Industries underwent restructuring. In 2019, to pursue the acquisition of Daewoo Shipbuilding & Marine Engineering, it established the intermediate shipbuilding holding company, Korea Shipbuilding & Offshore Engineering, transitioning into an operating company system. In 2022, Hyundai Heavy Industries Holdings changed its name to HD Hyundai, and its shipbuilding affiliates adopted new names: Korea Shipbuilding & Offshore Engineering became HD Korea Shipbuilding & Offshore Engineering, Hyundai Heavy Industries became HD Hyundai Heavy Industries, Hyundai Samho Heavy Industries became HD Hyundai Samho, and Hyundai Mipo Dockyard became HD Hyundai Mipo, completing the HD Hyundai system.

2. From Public Enterprise to Privatization, and Rebirth as Hanwha Ocean

Daewoo Shipbuilding & Marine Engineering's predecessor, Korea Shipbuilding Corporation, was privatized in November 1968 when it was sold to Namgung Ryeon of Far Eastern Shipping, possessing infrastructure known as Yeongdo Shipyard at the height of the global shipbuilding boom.

Following privatization, the biggest task was building a second shipyard capable of constructing 100,000-ton large vessels. In 1973, President Park Chung-hee declared the heavy and chemical industrialization policy and stated that an additional large shipyard similar to Hyundai's Ulsan Shipyard would be built, securing funds and initiating construction. However, due to the oil shocks in the late 1970s, Korea Shipbuilding Corporation reached its breaking point, and the rising corporate giant Daewoo Group acquired the company, completing the second shipyard, Okpo Shipyard, in 1981. As global demand for ships grew, the acquired shipbuilding sector was incorporated into Daewoo Heavy Industries.

Following the Asian financial crisis and the disbandment of the Daewoo Group, Daewoo Heavy Industries was caught in a whirlwind of restructuring. It went through a corporate split in 2000 to restart as Daewoo Shipbuilding & Marine Engineering, subsequently pushing for privatization multiple times under the management of the Korea Development Bank. The privatization process was far from smooth. Although the Hanwha Group was selected as the preferred bidder in 2008, the acquisition fell through due to the global financial crisis, and a 2019 business combination with Hyundai Heavy Industries failed to secure approval from antitrust authorities.

After twists and turns, Daewoo Shipbuilding & Marine Engineering was embraced by the Hanwha Group in 2022 and renamed Hanwha Ocean the following year to make a fresh start. Following its incorporation into Hanwha, normalization efforts gained momentum. In the third quarter of 2023, it posted a profit for the first time in 12 quarters, signaling a rebound, though evaluated as largely driven by one-off factors like the reversal of offshore plant provisions. Improvement in the core shipbuilding sector took some time, but by the first quarter of 2024, it achieved a genuine turnaround with both operating and net profits independent of one-off factors.

3. The Future and Outlook of a Shipbuilding Industry Recovering from Crisis

In 2016, when the shipbuilding crisis reached its peak, South Korea's global order market share dropped to 15.5% as China monopolized low-cost orders such as containers and bulk carriers. South Korea maintained orders centered around high-value LNG carriers, but could not avoid deficits due to the global economic downturn.

However, market dynamics are shifting back in South Korea's favor. With the full-scale arrival of the carbon-neutral era, demand is surging for eco-friendly ships, LNG carriers, and ammonia/methanol-propelled vessels. The "high-value-added strategy" once cited as the cause of crisis is now being re-evaluated as South Korea's greatest competitive edge. Amid escalating geopolitical risks like U.S.-China conflicts and Middle Eastern disputes, the importance of energy security and maritime logistics is steadily rising. Experts note that South Korean shipbuilders maintain unrivaled competitiveness in high technology-barrier vessel markets. Centered around Ulsan, Geoje, and Mokpo, the domestic shipbuilding industry has built a world-class industrial ecosystem equipped with hundreds of partner companies and skilled technical talent, a competitive advantage that is hard to replicate in a short period.

4. Social Impact Analysis

  • Job Creation and Regional Economic Revitalization: Major shipbuilding cities such as Ulsan, Geoje, and Mokpo are closely linked with hundreds of partner companies, meaning the revival of the shipbuilding industry directly translates into commercial revitalization and stable, quality job creation.

  • Driving National Export Competitiveness and Economic Growth: Shipbuilding is a comprehensive mechanical industry with profound forward and backward linkage effects, making monumental contributions to expanding national export shares and improving trade balances.

  • Contribution to Global Energy Security: By reinforcing capabilities to build eco-friendly ships and advanced energy transport vessels, the industry plays a pivotal role in securing stable national energy supply chains and maritime logistics security amid shifting international relations.
